Generally, true, but not always. By 1860, abolitionists had grown numerous enough to win the election for Lincoln (although his abolitionism was limited to banning slavery in the new territories, which even that was too much for the South.)
But you are right, in general. Movements do have a way of taking off though when their proponents stand up (i.e. civil rights, anti-Vietnam war).
